Level 3 Project Manager with Defence experience to provide management and coordination of project activities including support to strategic planning, governance functions and financial management. This role is based in Canberra interstate travel will be required.
Key Skills and Requirements:
- Manage sustainment and funding schedule for supported capabilities as per agreed SPO template.
- Risk – understand and manage risks/ issues related to the capability and ensure they are documented in Predict in accordance with organisational, SPO requirements.
- Budget- bid for funding requirements every FY to ensure work forecasted in sustainment cost model can be achieved. Manage allocated budget in accordance with approved Procurement Management Plans in MyFi and allocated monthly phasings, including monthly reporting via the authorised systems.
- Procurement - responsible for the conduct of simple and comprehensive procurement in accordance with Commonwealth Procurement Policy and Divisional/Branch/SPO processes. This includes but not limited to drafting of Endorsement to Proceed (EtP), Section 23 (s23), and AE 643 documents.
- Familiarity with the Australian Standard for Defence Contracting (ASDEFCON) suite of tendering and contracting templates.
- Contract Administration – understand and administer contractual arrangements which may include coordination of Contract Change Proposals (CCP), correspondence, invoicing, deliverables, schedules, performance management (KPIs/SHIs/OPMs), dispute resolution and contract payments and invoicing.
- Ability to draft decision briefs and minutes as required.

- An understanding of the Defence Capability Life Cycle.
- Understanding & practical experience working within a Defence project, quality assurance & business improvement process practices and targeted & effective business solutions and outcomes.
- Able to identify risks and opportunities and take account of these in planning, decision making and priority setting.
- Ability to sustain effective relationships with stakeholders, including Capability Managers, contractors/suppliers and end users. The ability to communicate with influence and negotiate effectively is key.
- Able to actively lead group activities.
- Able to take the initiative to resolve issues by identifying and developing ideas through analysis of alternative courses of action and their implications.
- Accountable to manage a range of activities and coordinate input in accordance with organisational and SPO practices, methods and standards appropriate to the complexity of the activity.
- Ability to prepare correspondence, decision briefs, minutes and reports as required for higher consideration.
- Ability to interpret and ensure compliance with legislative, policy and regulatory frameworks.
Location:
The role is based at Russell offices, Canberra. Candidates based in either Adelaide or Brisbane will be considered however the preference remains for candidates based in Canberra.
Security Clearance:
An NV2 security clearance is required for this role. Candidates with NV1 clearances will considered so long as these candidates agree to immediately commence an upgrade to NV2 if successful for the role.
